Argenson "is better known by his celebrated mot 'pas trop gouverner' (not too much government) - lineal ancestor in spirit of the laissez-faire, laissez-passer of Gournay. . . .His 'Considerations sur le gouvernement ancien et present de la France (published 1764, but written more than thirty years previously), in which he treats of democracy in a state governed by a monarch, deserves, however, to reprinted" (Palgrave).
