Trebuchet was one of the most eminent and influential authorities on public health in France, serving in various official capacities including head of the sanitary office at Paris’s Prefecture de Police and Secretary of the Council of Public Health in the same city. His Administrative Code sets out the rules and regulations governing dangerous and unhealthy work environments (particularly those involving steam engines) and public nuisances.
